Phil Wilson

General Manager

Phil Wilson became LCRA's 11th general manager on Feb. 3, 2014. LCRA's general manager serves as the organization's chief executive officer and carries out LCRA Board policy, manages LCRA's relationships with its customers and stakeholders, appoints and directs executive staff, and oversees projects and operations that support LCRA's public service mission.

Prior to joining LCRA, Wilson was executive director of the Texas Department of Transportation. Under the direction of the Texas Transportation Commission, he managed, directed and implemented TxDOT policies, programs and operating strategies. He also represented TxDOT before the Texas Legislature and other entities. Before joining TxDOT in 2011, Wilson served as senior vice president of Public Affairs and as a corporate officer for Luminant, Texas' largest electric generation company. In 2007, then-Gov. Rick Perry appointed Wilson as Texas' 106th Secretary of State. In that position, he was the chief elections officer and the chief international protocol officer for Texas. Wilson also served as chair of the Governor's Competitiveness Council and on the Texas Border Security Council.

Wilson serves as the immediate past chair of the Board of Directors of the Austin Chamber of Commerce, in addition to serving on the chamber's executive committee. He served as past chair of the chamber's Opportunity Austin initiative. Wilson also serves on the boards of the Large Public Power Council and Texas Public Power Association. Wilson has a Master of Business Administration from Southern Methodist University and a bachelor's degree from Hardin-Simmons University.

Jim Travis is responsible for the financial management of LCRA. He oversees accounting, capital and financial planning, finance, investor relations, and treasury activities, as well as the financial oversight and compliance related to energy trading and hedging. Since joining LCRA in 1992, Jim has served as controller, manager of planning and treasurer, in addition to leading risk management activities. Prior to joining LCRA, Jim held various positions in finance, audit and accounting with Tenneco Inc., an international energy and manufacturing company. Jim holds a Master of Business Administration from The University of Texas at Austin and a Bachelor of Business Administration in Accounting from Texas A&M University. He is a Certified Public Accountant.​

As the senior vice president for Finance, Steve Kellicker is responsible for all aspects of financial planning at LCRA, including operational budgets, competitive pricing, capital programs and investor relations. Since joining LCRA in 2002, Steve has served as a finance manager for various business operations within LCRA and as the director of financial planning. Prior to joining LCRA, Steve held various finance positions supporting the Massachusetts Secretary of Administration and Finance office. Steve holds a Master of Business Administration from the University of Massachusetts and a Bachelor of Arts in International Relations from Clark University.

David Smith is responsible for all treasury activities, including debt and liquidity management. Prior to joining LCRA in 2016, David worked in various treasury and finance positions in the banking and oil and gas industries.  David holds a Master of Business Administration from the University of St. Thomas in Houston and a Bachelor of Business Administration in Finance from Southern Methodist University in Dallas.

Randy Loughlin has served as LCRA’s Controller since June 2021.  Randy ensures the accuracy and integrity of financial information while overseeing the day-to-day work of our billing and accounts receivable, accounts payable, asset accounting, fuels and energy accounting, payroll, tax, general accounting and systems, and financial reporting functions. Prior to joining LCRA as Assistant Controller in 2020, Randy worked for over 20 years at Southern California Edison, holding leadership positions in the areas of Corporate Accounting, Corporate Budgets/Financial Planning & Analysis, Technical Accounting and Financial Reporting. Randy holds an MBA in Accounting and Finance from the Drucker School of the Claremont Graduate University, and a BA in Economics from California State University, Long Beach.  He is a Certified Public Accountant and a Certified Management Accountant.
