Rudy Garza

Rudy Garza
General Manager
Rudy Garza serves as LCRA’s 12th general manager and chief executive officer. He
implements LCRA Board policy, manages LCRA’s relationships with customers and
stakeholders, appoints and directs executive staff, and oversees projects and
operations supporting LCRA’s public service mission.
Garza brings 30 years of utility leadership experience to the role. He joined LCRA in
2026 from CPS Energy in San Antonio, the nation’s largest municipally owned electric
and natural gas utility, where he served as president and CEO. Garza joined CPS
Energy in 2012 and rose through operational and customer service leadership roles
before being named president and CEO in 2022.
Before joining CPS Energy, Garza served as assistant city manager of business support
services and as director of intergovernmental relations for the City of Corpus Christi,
where he led advocacy before the Texas Legislature and the U.S. Congress.
Garza is a Corpus Christi native and holds a Bachelor of Science in electrical
engineering from The University of Texas at Austin and a Master of Business
Administration from the University of North Texas. He serves on the Advisory Board of
the Cockrell School of Engineering at UT Austin and on the national boards of the Large
Public Power Council and the Keystone Policy Center. He has been elected to the
Electric Power Research Institute Board of Directors and will begin his term in August
2026.
Jim Travis

Jim Travis
Jim Travis is responsible for the financial management of LCRA. He oversees accounting, capital and financial planning, finance, investor relations, and treasury activities, as well as the financial oversight and compliance related to energy trading and hedging. Since joining LCRA in 1992, Jim has served as controller, manager of planning and treasurer, in addition to leading risk management activities. Prior to joining LCRA, Jim held various positions in finance, audit and accounting with Tenneco Inc., an international energy and manufacturing company. Jim holds a Master of Business Administration from The University of Texas at Austin and a Bachelor of Business Administration in Accounting from Texas A&M University. He is a Certified Public Accountant.
David Smith

David Smith
David Smith is responsible for all treasury activities, including debt and liquidity management. Prior to joining LCRA in 2016, David worked in various treasury and finance positions in the banking and oil and gas industries. David holds a Master of Business Administration from the University of St. Thomas in Houston and a Bachelor of Business Administration in Finance from Southern Methodist University in Dallas.
Randy Loughlin

Randy Loughlin
Controller
randy.loughlin@lcra.orgRandy Loughlin has served as LCRA’s Controller since June 2021. Randy ensures the accuracy and integrity of financial information while overseeing the day-to-day work of our billing and accounts receivable, accounts payable, asset accounting, fuels and energy accounting, payroll, tax, general accounting and systems, and financial reporting functions. Prior to joining LCRA as Assistant Controller in 2020, Randy worked for over 20 years at Southern California Edison, holding leadership positions in the areas of Corporate Accounting, Corporate Budgets/Financial Planning & Analysis, Technical Accounting and Financial Reporting. Randy holds an MBA in Accounting and Finance from the Drucker School of the Claremont Graduate University, and a BA in Economics from California State University, Long Beach. He is a Certified Public Accountant and a Certified Management Accountant.
